You've got right one target point of that article, though it's quite common knowledge that for projects under pressure you need to cache as much stuff as you can.
But the other point was that one needs to come into solving the performance-related bottleneck-like issues with an open mind. If you've got a lockdown somewhere in your app and can't solve it upfront – go back and look from some perspective. Usually there're things to be improved elsewhere those will indirectly affect the troublesome part, too.
